Usually the lock pin bore is fouled with packed dust/ dirt (in blue). Sometimes the pivot seizes from corrosion (in red). Disassembly and inspection are the only way to diagnose. high pressure wash the pins or wash off with a hose to clean any debris off. make sure the zerks are greased. spray wd40 or some lubricant over entire assembly. lift bucket and tilt bucket down so there is no pressure on pins and try and release. make sure you are in a safe position, keep bucket edge close to ground and block if necessary to .
What I mean by move is: the hose quivers when I push the unlock button or lock button. So it seems it is getting pressure to the distribution block. I have no warning lights on the dash.
